Abstract
ABSTRACTProblems in the sphere of mental health place a great economic and social burden on any state and its population. Their negative impact costs thousands of lives and large amounts of money. This article analyses the organizational, financial and legal mental health care instruments in the European Union and Russia. The importance of cooperation between the public and private sectors in solving the above-mentioned problems is highlighted. The author examines deinstitutionalization and community care issues. The possibility of applying European mental health care experience in Russia is noted.
