Abstract

Birmingham City Council is the largest local authority in the country. The Council employs around 50,000 people, serving a population of about one million. In common with other major cities, Birmingham includes areas of deprivation and significant wealth and is rich in ethnic diversity with over 25 percent of residents belonging to a wide range of minority ethnic communities.
