Abstract

The National Endowment for the Arts (NEA) has a three-tiered, overlapping structure for policy development and decision-making. This structure consists of the Chairperson, the National Council on the Arts, and grant advisory panels, each of which is to further the basic mission and purposes of the Agency as stipulated in the National Foundation on the Arts and Humanities Act of 1965. This chapter examines two tiers of this structure – the Chairperson and the National Council on the Arts. It describes the relevant statutory language of Congress on their respective roles, turns to policies and practices that have evolved during the Agency's 27-year history, and follows with summary of the initiatives and leadership styles of the five individuals who have served as chairpersons of the NEA. The chapter concludes by acknowledging the shifting contexts which have shaped the administration of the Agency and identifies perennial issues of the roles, authority, and capacities of the National Council and the Endowment Chairperson.
