Abstract

IN THE RECENT LITERATURE on political development, leadership appears as one of the key variables. My study of political development in nineteenth century Serbia confirms that leadership is indeed an important factor. In what I am going to say here, however, I shall not endeavor to test or give specific weight to this variable. Instead, I shall seek to describe the major leadership situations, to identify the main leadership actors, and to point to some of the more important decisions of these actors. Admittedly, I have been selective, and the whole process of political development in Serbia was much more complicated than my general survey indicates.
