Robert Putnam's Aerial Point of View : about Making Democracy Work. Hervé Rayner [179-204] With Making Democracy Work, published in 1993, the American political scientist Robert. D. Putnam brings to an end his research programm about the efficiency of Italian regional governments. Analysing contrasted institutional performances would allow to solve the mistery of good governance. Successfull administrations would have the advantage of an ancestral civic tradition, norms and practices propitious for the rising of social capital, while unsuccessfuU ones would be dependent on an uncivic tradition made of vertical allegiances, dichotomous explanation that Putnam does not hesitate to universalyse. Celebrated as a masterpeace in the United States, this sophisticated version of behaviorist theories gives evidence of an objectivitic approach which dissimulates at great cost ideological aims.
