Abstract

The militant and the manager : towards a new associative culture The politics of co-management between State and associations established during the sixties, updated in 1964 by the creation of the Fund for Youth Popular Education, were superseded during the eighties by diversified decision centers : Europe, regions, local authorities. The multiplicity of partners generated funding disparity whereas the employment capacity of associations for non-qualified personnel is expanding, providing a positive source of experimentation for the employment of young people. Based on cultural politics, the most significant points are the association of the community environment with today's creative applications instructed by confirmed professionals.
