Abstract

Local social development : a category to promote change. Networks conveying the notion of « local social development » , and the institutional investment which this set of themes instil, prompt what would be the main factor for LSD : a resource to promote change. The benefits of the concept lie less in its ill-defined content, contributions to renewing professional positions or conditions for action in social fields than in the support it provides for professional and institutional strategies. At a time of political and administrative reforms and a movement to re-compose institutions and find new forms of solidarity, LSD is a factor in the process to re-qualify the role of social institutions and in negotiating their position on local scenes.
