Abstract

Lawrence W. Rouse was the manager of children's mental health services evaluation at the Texas Department of Mental Health and Mental Retardation until his untimely death in August 1996. In this role, he had responsibility for designing and implementing the Texas Children's Mental Health Plan evaluation system. He had tremendous enthusiasm for the use of data in clinical and administrative decision making. His enthusiasm--along with his broad knowledge of children's services and evaluation, creativity, and unique sense of humor--significantly affected the Texas children's mental health services delivery system. His work also influenced the outcomes evaluation efforts of several other states. Larry's friends and colleagues continue to appreciate his contributions and carry forward his work. More important, we truly miss the individual he was.
