Abstract

Relevance. The phenomenon of law as a special civilized, intellectual and value-substantive social authority attracts the attention of scientists to conceptualize its current state, development trends and problems of formation. It is relevant to establish the functional role of certain social groups in the formation of law and the mechanisms (algorithms) for its effective, fair and correct application in social reality. Various social structures and groups are involved in the development, acceptance, adaptation to social reality and assessment of applicability in life. A special social subject in the triumph of law and justice, as well as the development of its norms, is the intelligentsia, which, being a specific domestic phenomenon, at different stages of the historical development of the state and society acted as a catalyst for both the abolition of outdated norms and the rapid development of law, taking into account the needs of broad social groups.
