Abstract
Since the 1980s, every major election cycle brings the declaration that the Latino vote will be decisive in selecting the next U.S. President. But after nearly every election, the post-mortem is “not this time,” leaving many to wonder when and whether that “Hispanic” decade will ever come. While there are some hopeful signs, the general story is that the latent political power of Latinos goes underutilized and unrealized for a series of reasons.
