Abstract
This paper comments critically on the present Latin American debt strategy from the perspective of the internal and external adjustments implied. It then focuses on the inadequacy of foreign capital inflows as a prime constraint on development. A new financing facility, with less rigid conditionality, is proposed, while at the same time recognizing the additional complementary demands on domestic performance.
