Abstract

On the 30th anniversary of MERCOSUR in a regional and international context of crisis, we analyze the recent discussions about the flexibilization proposals. We address the position of the different States and social and economic actors from interpretative frameworks that take into account the recent history of the bloc, the trajectories and positions of Foreing Policy of the different countries, and its impacts in MERCOSUR’s future. From which we characterize the present situation of MERCOSUR as an out-of-tune concert difficult to be harmonized, as a reflect of contradictory positions that persist. The analysis shows the complex situation the region is going through, and the consequences that the flexibilization proposal has for productive sectors, States and the whole bloc. Also, the flexibilization project affects not only intra-regional trade, but, mainly, MERCOSUR as a strategic project, which involves different areas beyond an economic and commercial vision.
