Abstract

This essay, then, is written in the frame of the research: Public policies and public government in Medellin, strategies to consolidate public law with a territorial perspective. This research is carried out by the research group from the School of Law of the Autonoma Latinoamericana University from Medellin, which, from the beginning has hadas its purpose the strengthening of the line of research for Public Law1 which characterizes this school; showing the intimate relationship existing between public policies and public law since1 once a decision is made public policy is born. This materializes, in most ofthe cases1 through rules that play roles in what is considered Public Law. Furthermore, these rules are the ones that empower civil society to intervene, even indirectly, in the state decisionmaking prqcesses, being this intervention a condition sine qua non to talk about said policies.
