Abstract

Transparency of national borders and the growth of cultural and ethnic diversification within countries make impossible the cultural homogeneity of the population. In the world “permeated” by globalization and transnational movements, in fact, there is no pure ethnic state, and in multi-ethnic environment many issues acquire new meanings. In particular, policy and planning in a multinational state are no doubt, among the priorities. Nowadays the problems regarding the role, place and status of the Russian language, other languages of the peoples of Russia as within the country and within the world community, are essential. Scientific understanding of the complex problems associated with the terms “official language”, “national language”, “ethnic language” and practical application of the results in all spheres of public life, education, business, public law seem to be extremely important in the context of the development of the Russian society. Since all aspects of social life are provided by the of communication, it is necessary to clarify the interpretation of a number of terms, connected with the term language that are used in official documents of any state, and in the daily life of citizens. The most important for us will be the key concepts of policy and planning. It is known, that the problem of selection and choice of linguistic rules that constitute the policy, depend on the interests of certain classes, ethnic groups, persecuted political and ideological goals. The main concepts discussed in the discourse of policy are: world language, title language, official language, national language, the of international communication, mother tongue, corpus planning and status planning. In the changing Russian reality these concepts can be filled with new content, respectively, the terms change their meaning.
