the changes in the level of land values for vacant and/or agricultural land situated in the path of urban expansion was made. Generally, large areas in agriculture or forested land adjacent to the urbanized areas provide the needed space for additional urban activities. However, because the future settlement pattern of the adjacent lands is residential, commercial and industrial, these sites become the activity centers for land investors, speculators and developers. Attempts to prepare specific land use plans for these open-ended supply areas adjacent to the compacted development can become meaningless unless they are short-range schemes of approximately five years. The author feels that the land use plan should reflect realistically anticipated development occurring through the market process of land values.
