Abstract

SUMMARY Land use has generally been considered a local envi ronmental issue, but it is becoming a force of global importance. And, perhaps this is the reason for achieving conservation of land which became very difficult. Property and prop erty owners are impacted, and a broad array of stakeholders must accept the goals of cons ervation programs. Optimal national progress in conservation will only come about throu gh initiatives implemented effectively and efficiently (Gordon, 1997). According with its and, in the same time, with the existing gaps in the European decisions about environmental protecti on, this paper wants to be a scientifictheoretical analysis of environmental factors quali ty and environmental legislation in terms of developing of a personalized strategy of land using , according to the place typology, its environmental impact and not least, according to th e practices which are usually used in agriculture at the region level which was taken int o study. Thus, in addition with policymakers and socio-economics factors involved in development of these relationships, a key role plays the state of the environment from the lo cal and regional level (Popoviciu, 2007). Therefore, the “brought” researches for this theme, we consider to be very present, and the results could contribute to filling gaps in the fie ld of ecological jurisdiction, which is only just starting in both legislation of both countries, and to effective harmonize them to the national and European level. The research and evaluation met hods proposed in this paper appear to produce useful results. If evaluation and revision of community land conservation efforts is pursued, toward meeting ideal planning guidelines, undesirable conservation planning processes may be replaced by processes leading to a ppropriate plans for effective and efficient community land conservation.
