ЗЕМЕЛЬНАЯ РЕФОРМА В РОССИИ В 1990-2000-Е ГОДЫ, ИЛИ КАК В ХОДЕ ВЕДОМСТВЕННЫХ РЕОРГАНИЗАЦИЙ «РЕФОРМИРОВАЛИ» ЗЕМЕЛЬНУЮ РЕФОРМУ*. Для земельной реформы это было, с нашей точки зрения, важнейшим знаковым событием, характеризующим качественное отличие этого этапа реформ от последующих. Несомненной заслугой руководства и экспертов Комитета по земельной реформе является предотвращение такого варианта развития событий и принятие как компромисса варианта, при котором правом на получение земельных долей обладают только сами колхозники, в том числе бывшие, а также работники местной социальной сферы.
