Abstract
In reply to Juan Felipe Scott's comment on my article,' let me first of all say that he is eminently correct that there were some important omissions that warrant consideration regarding land reform in Bolivia and Peru. Social, political, and cultural variables were largely absent from the article.2 However, the paper was not intended to be a comprehensive presentation of all aspects and issues related to land For that reason, as its title explicitly states, it was restricted to Land Reform and Its Effect upon Production and Productivity... . Scott claims that I failed to distinguish between jure and de facto reform. In reply, I can only quote from the article:
