Abstract

Abstract : Lieutenant General DeWitt C. Smith, Jr., became the Army Deputy Chief of Staff for Personnel on 1 August of this year. Prior to his promotion and reassignment, he had been Commandant, US Army War College since July 1974. Having served briefly in the early days of World War II as a rifleman in the Canadian Essex Scottish Regiment, then Major General Smith was invited to present this lecture a the Canadian National Defence College in the spring of this year. Much in demand as both a writer and a speaker, General Smith has been a frequent contributor to Parameters. This article was adapted from an address delivered at the Canadian National Defense College, 14 April 1977.
