Abstract

This article looks at the role of municipalities in planning, developing and providing land for housing in the Netherlands. Specific reference is made to the role of the municipality as a planning authority (its autonomy and limitations), municipal land use plans (the legal obligation to make such plans and their content) and the role of municipalities in developing and providing land (the legal base of such development, involvement by the Ministry of Housing, Physical Planning and Environment, and the balanced cost-benefit accounts of land use plans).
