Abstract

The development of the national economy of the USSR is based on the ever more rational use of labor resources and the gradually increasing labor activity of the population. The share of the USSR population employed in the social economy increased from 32.4% in 1940 to 39.6% in 1960 and 46.4% in 1975. The national economic plans envisage drawing into the social economy all adolescents and youth attending school on a part-time basis and the use of other possible sources in order to increase employment in socialized production. Such measures are all the more urgent in view of the fact that some regions in the nation are experiencing a shortage of labor.
