Abstract

The paper analyzes vocational education by competencies and re-examines the traditional distinction between labor competencies and employability competencies (or foundation skills provided by the student's general education). It emphasizes the role of the latter, especially by recalling the experiences described in the SCANS and TUNING reports. The paper states that quality vocational education is achieved by combining a balanced mix of training in job-specific skills with personal qualities and social skills.
