Abstract

The substitution from analog broadcasting to more efficient digital broadcasting for television by 2011 is a unique opportunity to modify the allocation of spectrum in those highly prized frequency bands. What would be an efficient reallocation of those frequencies, dubbed "the digital dividend” ? I apply economic principles to value the digital dividend in France. Producer surplus is estimated to 0.35€/ MHz/ population and consu mer surplus to 0.5€/ MHz/ population. Compared to the decided allocation, an efficient spectrum allocation would have required more bandwidth attributed to mobile broadband from television services.
