Republican forces in Madrid developed a strong and democratic movement in which structures and actions there were thousands (of people to participate) participated. That suggests the existence on an active civil society in that period. If the republicans didn´t succeed in bringing democracy to Spain it was mainly because of the closure of participation by the elites.
