Abstract

This article is a brief analysis of the transition project designed in November 1975 by what was the last government of the francoist dictatorship. Drafted by the team of the Minister of the Presidency, Antonio Carro, this project was unknown until now. The ample dossier containing Carro’s reform project was found in the private archive of Alfonso Osorio, his successor, and allows us to know the objectives and dimensions of the proposed reform of the last government of the dictatorship. The lines followed by the project are analyzed to examine the possible influences, similarities and differences with the actual reform that emerged after Franco’s death.
