Abstract
The technical dimension of economic growth (i. e. deficit of growth in productivity), and its value association with well-being, have determined that the political intervention of decision-makers (i. e. economists, political scientists, opinion formers) place economic growth at the top of the public agenda. This research has as its main objective to demonstrate that the creation of a Social Protection Network in Mexico to guarantee access to health and ensure an inclusive security under the Social Protection Floor of the International Labour Organization (ILO), far from achieving a more democratic redistribution of social protection expenditure, is part of the microeconomic reforms which, according to conventional economic theory, ensure a trend in the economy towards full employment.
