Abstract

The current Public Sector Contract Law has reinforced the consideration and assessment of compliance with qualitative, environmental and social budgets. This, without a doubt, represents an outstanding advance in terms of the positive integration of these aspects and promoting their effective demand in practice. In accordance with this motivation, this text reflects on the opportunity offered by the current configuration of the instrument of public procurement; and the added functionality that it can provide as a useful means of action for the aforementioned effects is especially highlighted. Which is observed from a preventive, strategic and operational approach, also in order to reinforce environmental responsibility.
