Abstract
Started in Summer 1958, they constitute a new hold experience. They are not only a Union of ayricultural cooperatives and organise more than 500 millions people. Each commune groups from twenty to hundred thousand membres. It is divided in “ larges brigades " which organises production in agriculture and industry and divide the proceeds. The P.C. is a production unit which organises also social security, transport and distribution. They have a very high accumulation potential and have changed the production relations radically. The People's Communes' Council establishes the draft plan in accordance with the directions of the district authorities. They have to distribute the labour force and the capital goods. The question of the properly of the means of production is not solved completely yet. The P.C. are grouped in district unions.
