Abstract

The major issues and proposals offered in UK to the public discussion by five public Committees or institutions and two private commentaries at the eve of BBC Charter renewal in 2006 are explained and related to the leading principles of the British public service broadcasting policy as they have been pointed out by the Reports of various Committees from the 1920's. The concepts on which is focused the current struggle for ideas - accountability, governance and independence of the public service broadcasters, pluralism and competition in the market (mainly that activated by the consumer sovereignty as stressed by Peacock's Report) - are essential to define the present and future role and obligations of PSB in UK.
