Abstract

The organisation of the American states, by Jean-Paul Hubert The oldest organisation having a regional competence, the Organisation of the American States, came into being between 1945 and 1948 at the very time when the United Nations was becoming organized. The Rio treaty, without going against the United Nations charter gave the American continent a system of collective security. Put to the test, this system worked as long as it was a question of settling inter-American conflicts; but when, as a result of the cold war the conflicting interests of the great powers were involved, it was still necessary to have recourse to U.N.O. - which was in any case paralysed by the right to veto.
