Abstract

Government policies on data industries in CMEA countries. Some aspects. Increased importance of data (information) industries for the current socio-economic development is a world-wide phenomenon. The same is true with respect to the socialist countries of Eastern Europe (CMEA). In what follows we attempt to identify their past policies in data industries as well as to outline some future policy options. It is argued that CMEA policies in this area, basically intra-regionally oriented, have favoured hardware development at the expense of the data services and telecommunication infrastructure. In effect internal imbalances emerged which need to be alleviated in the coming years. It is also pointed out that wide differences exist in policies on data industries among individual CMEA countries both with respect to production and development of application programmes as well as to trade strategies. What is common is a clear intra-regional orientation of the development which also seems to be the only rational option opened in the future.
