Abstract
Over the last 25 years, driver's education programs have been the object of evaluations. Although the results of the more recent studies show that these programs are inefficient in reducing accidents, the Government of Quebec decided to require these courses from all new drivers as of January 1983. Using time series methods, this paper shows that not only does this requirement not reduce the risk of accidents in the first year of driving, but that it can bring about an increase in the total number of accidents amongst new drivers.
