Abstract

In Italy and in particular in Rome, the phenomenon of illegal building in urban peripheries is not yet controlled. The numerous amnesty laws allow to integrate -a posteriori- districts called «Borgate»; in the absence of an urban policy, they act as substitute of these rules in the context of a whole anarchical development.
