Abstract

Regarding the issue of the proximity between inhabited urban areas and high-risk industries, Algeria chose in 2005 to remove the dwellers and infrastructure around the gas field of Hassi-R’mel to the new town of Bellil. Since then, the process has still not been finalised, despite the large public investments. This research aims to analyse the SWOT factors of the exurban process. Focusing on the appropriateness of the site of Bellil and the urban development, these internal and external factors have enabled the identification of the issues which prolonged the process and hindered its success.
