ENGLAND AND EUROPE : 5th JUNE 1975 OR THE DAY OF THE DUPES, by JEAN-PIERRE BOIVIN The referendum of 5th June 1975 was not the revolutionary innovation that some conservative circles tried to make out. It even has a certain relationship with previous attempts. As at the time of the big debates of 1910 and 1930, the use of the referendum was in the first place a pragmatic manœuvre designed to solve a constitutional crisis and prevent a split in the Labour Party. The referendum reflected the disintegration of an age-old system and accelerated the process. Because of the result, however, and by virtue of the popular support it received, it may provide the Constitution with the opportunity for revival which everybody agrees is urgent.
