Abstract

Ensuring the level of internal security of the state requires systemic legal solutions aimed at the protection of this value. It also refers to other goods that may be endangered or, as a result of events resulting from threats being a consequence of the laws of nature or civilization development, become the subject of violations. On the legislative basis, securing the implementation of this goal is therefore tantamount to the state's obligation to legislate and apply the law in the area of the organization of the state's internal security system, and within it, an integrated rescue system obliged to protect these values and goods. Therefore, the considerations taken are to demonstrate the basic assumptions of the organization and functioning of the national rescue and firefighting system as one of the elements of the organization of the state's internal security and the rescue system, based on the provisions of the law. In this respect, it is also helpful to assess the status of public authorities with competences and tasks, responsible for the national rescue and firefighting system at individual levels, as well as system units for rescue operations aimed at the said protection.
