Abstract

The subject of considerations undertaken in the study is the confirmation of the proving role of local government based on constitutional regulations. The Constitution of the Republic of Poland as the basis for the functioning of decentralized public administration should constitute and confirm the subordinate role of individual local government units. Following the Constitution, it should be recognized that each of these units is to perform tasks for local government communities using public funds assigned to them by the Constitution, while the Constitution does not deprive local government units of the right to perform tasks that go beyond the public utility sphere as part of municipal management.
