Abstract

The aims of this study were to observe how far communication competence affect the performance of the state civil apparatus on regional employment board of Biak Numfor and factors influencing communication competence of personnel to maximize their performance. This study used a descriptive qualitative research approach, data collection techniques were using Miles and Huberman interactive data models, with four processes: data collection, data reduction, presentation of data, and drawing conclusions. The results of this study indicated that communications competence of state civil apparatus at the regional employment board of Biak Noemfoor had an influence on individual performance, and there was no correlation between communication competence theory initiated by Bran Spitzberg and William Cupach and improved performance of the apparatus. The component of theory, namely: Knowledge, Motivation, and Skills were parameters of someone communication competence, and also the factors of age and maturity, mainset, educational level, acceptance and message translation or different instruction are also factors influencing communication competence of apparatus for performance improvement.
