Abstract
In the knowledge economy, knowledge and technological innovations are increasingly becoming the driving forces behind economic and social development. Within this framework, the critical challenge lies in the identification of sources for further growth; particularly within the small enterprise economy. The aim of this article is to examine the links between knowledge, innovation and small enterprise development within the context of the knowledge-based economy. Small business incubators and small enterprise clusters are explored as initiatives that tend to provide an environment which supports the development and promotion of communities of practice in a learning economy.
