Abstract

E-government can be represented as an evolutionary process that usually takes long time to build. Korean government started this evolutionary process in 1980's and Korea ranked the first in the UN E-government survey in 2010, 2012 and 2014. I will start my talk by introducing Korea's e-government development as an evolutionary process. Then I will discuss factors that contributed to this success, such as strong political will and leadership, partnership with the private sector, especially ICT industry, effective allocation of resources, and supporting legal system. Finally I will describe some challenges that Korean government had faced in this processes and how Korean government dealt with them, which might provide guidance to countries in similar circumstances.
