Abstract
Open Government has been trending since Barack Obama adopted its Memorandum on Transparency and Open Government on January 21, 2009. In this Memorandum for the Heads of Executive Departments and Agencies Subject, the US President asked its Administration to commit “to creating an unprecedented level of openness in Government”, and “to ensure the public trust and establish a system of transparency, public participation, and collaboration. Openness will strengthen our democracy and promote efficiency and effectiveness in Government. Two years later, in 2011, the Open Government Partnership was created to promote these goals all over the world. William GILLES will study the impact of the Open Government initiative a decade later. It will recall that if Barack Obama makes Open Government trendy, its concept has earliest origins, at least in the XVIII century. However, the context is different and the digital revolution can help Governments implement it. William GILLES will also studies the consistence of Open Government in 2020. Especially, he will explains that the reality of Open Government can be analyzed through the scope of the 10 principle for an effective government that he coined with Irene BOUHADANA. Finally, William GILLES will explore the future of Open Government.
