Abstract
Housing and communal services is the basic branch of the Russian economy, which ensures the vital activity of every person, organization, territory and the country as a whole. The effectiveness of its development and reform determines the potential for improving the level and quality of life of the population. In the article, the authors define the role of housing and communal services in society, identify the key problems of housing and communal services development from the point of view of consumers of housing and communal services and the main producers of these services, identify "bottlenecks" in the work of state bodies developing and implementing housing policy in the Russian Federation
