Abstract
The moral decadency of our people especially the teenagers in apprehensived, among others, the rise of free sex and drug abuse. The data showed as many as 63% of teens commit free sex, the victims of narcotic are 1.1 million people or 3,9% of the total number of victim. Mean while the school of Adiwiyata is a good place and ideal for acquiring all of sciences and the various norms and ethics that can be the foundation of people towards the creation of prosperity life to the ideals of sustainable development.
 The focus of this study are: (1) Policy of the principle of SMPN 1 Larangan and MTsN Pareteker Pamekasan in the management and implementation of enviromental-based character education. (2) factor that influence the SMPN 1 Larangan and MTsN Parteker Pamekasan was`awarded the schools Adiwiyata. The research approach used is the qualitative approach, and type of research is the multi case study.
 The results of this research are as follow: (1) the retrieval policy model is taken by SMPN 1 Larangan and MTsN Parteker Pamekasan are almost the same through meeting model with all stakeholder. The policy was decided in SMPN 1 Larangan i.e. religious life, LISA (see junk grab), a culture of healthy living and clean by working together, and the children’s foster care. The policy taken in MTsN Parteker Pamekasan i.e. religious life through Dhuha prayer, clean healthy living and working together, one teacher one tree, go green teams and foster care. Data pusat pengendalian gangguan sosial DKI Jakarta menyebutkan bahwa pelajar SD, SMP, dan SMA, yang terlibat tawuran mencapai 0,08% atau 1.318 siswa dari total 1.647.835 siswa di DKI Jakarta.

Salah satu problem bangsa ini adalah merosotnya moral khususnya pada kelompok remaja. Data menunjukkan sebanyak 63% remaja kita melakukan sek bebas, Remaja korban narkotika ada 1,1 juta orang. Data pusat pengendalian gangguan sosial DKI Jakarta menyebutkan bahwa pelajar SD, SMP, dan SMA, yang terlibat tawuran mencapai 0,08% atau 1.318 siswa dari total 1.647.835 siswa di DKI Jakarta. Bahkan 26 siswa di antaranya meninggal dunia (Kesuma, 2011:2-3). Hal itu sesuai denag data yang dirilis oleh Transparancy International bahwa Corruption Perception Index (CPI) Indonesia menempati posisi 117 dari 175 negara di dunia. Data di atas menjadi bukti bahwa dalam tataran perilaku sebagai manifestasi karakter mengalami kemerosotan yang harus dipecahkan jalan keluarnya yang tepat dan dirumuskan dalam langkah-langkah strategis, konkrit dan berdampak jangka panjang.
