Abstract

The article presents the world experience in the formation and institutionalization of the dialogue between the state and society, analyzes the Kazakh model of public dialogue and the role of the National council of public trust to implement the concept of the “Listening State”. The analysis shows that the concept of the “Listening State”, which has been implemented in the country since 2019, is being successfully implemented. Based on international experience, the Republic of Kazakhstan is creating its own model of a social contract, which is based on the principles of two-way communication with the public. However, there are a number of problems that need to be addressed with the assistance of civil society.
