Abstract

Development finance is experiencing a structural change from classical project finance and standard loans towards more sophisticated capital markets financial techniques. Similarly in Turkey, structural change is underway especially in development finance in line with changes taking place in international finance. The Turkish Development Bank was founded in 1089 when the Tourism Bank and the DESİYAP Bank were merged. In the context of the present restructuring program, the Development Bank should be transformed into a new bank to finance investments in industry, tourism and trade sectors both in Turkey and in the neighboring countries. The new restructuring program should give special priority to the following targets: - The Development Bank should serve small and medium sized enterprises (SMSEs) which form the backbone of the Turkish Economy and should finance their investments in Turkey, in the Turkic Republics and in neighboring countries. - A particular concern should be to finance technological innovations and new venture-capital projects. Priority should be given to projects in tourism, to infrastructure investments and to environmentally sensitive projects. - The Bank should be one of the leading financer for capital-goods trade for the investment projects of the SMSEs. It should also offer project finance for industry, tourism and transport infrastructure and environmental protection. - On behalf of the Turkish government, The Development Bank should finance project-related advisory services such as project evaluation and implementation, cash flow and pay-back flows. - In line with the structural changes in development finance, The Bank should be able to use new and more sophisticated financial tools in capital markets to raise new funds.. - The Bank should be able to increase the quality of its own human resources by using the newly developed training-techniques and payroll-policies.
