Abstract
Justice John Paul Stevens was appointed to the Supreme Court by President Gerald R. Ford and took his seat on the Court on December 19, 1975. Stevens announced his retirement on April 9, 2010, and his seat will be occupied by Solicitor General Elena Kagan, the former Harvard Law School dean who was confirmed on August 5. This commentary reviews and analyzes Stevens’s role in shaping the Court’s views on the takings issue in land use regulation.
