Abstract
Decisions concerning human procreation — whether to have children and if so how many, when and of what type — have historically had both public and private components. By and large, private decision-making has been paramount. Attempts at regulation have been ineffective, reflecting both major ignorance and an unwillingness to allocate the public resources necessary to do the job properly.
