Abstract

Weather and environmental variability have been major constraints on agricultural systems and a major force in shaping agricultural technologies and institutions. Variability has given rise to inventory systems and food storage systems as well as water inventory systems. The use of food storage facilities for protection against uncertainty of the weather is an ancient form of agricultural policy dating back at least to the story of Joseph in Egypt. Currently, farmers and agribusiness enterprises invest heavily in construction and management of food storage facilities.
