Abstract

The Port Authority awarded a $1.16 billion Design, Build, Operate, and Maintain Contract (DBOM) to the Air Rail Transit Consortium in May of 1998. The consortium is composed of Slattery Skanska, Koch Skanska and Perini Corporation for the infrastructure portion of the project and Bombardier Transportation Systems of Canada for the systems elements (vehicles, train control, communications, power supply and distribution, fare collection) and operation and maintenance of the system. The broad scope of this project encompasses complex infrastructure design and construction issues, as well as complex systems design and systems integration issues. In this paper we will discuss some of the management issues and approaches associated with a DBOM contract of this size and complexity. The effect of coupling a large capital project with an extended Operations and Maintenance Contract will also be discussed.
