Abstract
In Japan, there are many depopulating municipalities with population aging in rural areas. They are making efforts not only to establish public long‐term care insurance systems, but also to promote productiveness of senior survivors at place. Their efforts were evaluated by professional animators. Suo‐Oshima island in Yamaguchi‐prefecture was selected as one of highest‐level aging areas in Japan. Professional animators evaluated these programs. Professional animators evaluated moderately the introduction of public long‐term care insurance system, the promotion of active aging society, and ‘The Model Plan of Habitation for Older Persons.’ Professional animators are expected to mediate between older residents and policy makers. They will be empowered for dealing with new programs developed for older persons in active.
